Must have
- Validated frontline or operational usage — not lab-only.
- Clear dual-use trajectory and European commercial readiness.
- TRL 7–9, with documented repeat deployment.
- Defensible IP and a credible founding team.
- Path to European industrial integration within 18 months.
Will not invest
- Lethal-decision autonomy without meaningful human control or human-in-the-loop safeguards.
- Single-customer dependency without a credible second buyer.
- Pre-validation R&D dressed as deployable product.
- Hardware without a path to manufacturing scale-up.
- Anything that does not pass formal export-control, sanctions, and dual-use review.
